都市水文循環隨著不透水面積增加而改變,逕流量比開發前高,洪峰延滯期減少,再加上氣候變遷影響導致降雨型態改變,都市地區發生積淹水的機率上升。透水鋪面和雨水花園等多種低衝擊開發設施被廣泛用於增加都市的滲透率,以減輕都市化過程中水文的影響。然而,此類設施的性能受降雨事件的影響很大。臺灣近年來推廣低衝擊開發設施來降低都市地表逕流量,但多數缺乏實際監測數據來瞭解設施成效。因此,本研究以透水鋪面和雨水花園作為研究基地,使用水位計監測地表逕流削減之成效,地下水位觀測用來瞭解地下水補給的潛力,最後配合SWMM水文模式模擬出低衝擊開發對於都市水文之影響。忠孝東路基地內僅有一種透水鋪面LID設施,佔整個集水面積

36.0%;北投國小基地則含有雨水花園A、B、透水鋪面及15m3的地下貯水槽共佔整個集水面積15.9%。研究期間,忠孝東路透水鋪面和北投國小雨水花園分別收集50及60場有效降雨事件,結果顯示,透水路鋪面基地平均逕流削減率為14%,雨水花園和貯水槽可保留97.8%的降雨量。依據通過率定驗證的SWMM模式模擬出透水鋪面年水文循環為52.2%出流量,23.5%蒸發量及24.3%入滲量;具有地下貯水槽的雨水花園有91.3%的年雨量為入滲量和儲水量,僅5.8%成為地表逕流。
