過去國內空氣汙染的主要原因是發電結構以燃煤為主,如要加以改善,勢必要尋求以乾淨的再生能源來加以替代,台灣缺乏自產能源,高度仰賴進口,因應此情勢,台灣能源發展目標為推動再生能源,並已將綠能產業列為主要政策。此外,台灣屬於亞熱帶氣候,光照時間長,中南部更是發展太陽能光電的最佳場所,且又是農畜產業的重鎮,如何將畜牧業既有設施加以改造利用,結合太陽能光電發電設備來創造綠能及收益,應是綠能產業政策可著力之處。但過去較少文獻針對畜牧業的申請程序、投資效益與相關作業進行研究與分析,因此希望藉由此研究來分析畜牧業自行投資或出租屋頂之優缺點。 本研究以高雄市阿蓮兩個畜牧場為例,A個案之豬舍業主於自家畜牧
場投資自建太陽能光電發電設備而B個案之豬舍業主出租自家屋頂予投資方做相對的個案比較,及以淨現值、內部投資報酬率、還本期間法做財務可行性分析。此外也透過與豬舍業主及EPC (系統商)實際訪談,探討豬舍業主對於設置太陽能光電發電設備的思考模式與EPC (系統商)實際建置的考量。 結果顯示,自建太陽能光電發電設備的IRR為11.61%,自備資金可於2.1年回收、總設置成本回收年限為9年,且20年每kW的電費淨收入為27,405元,為出租屋頂收入的2.7倍。出租屋頂20年每kW的電費淨收入為10,070元,為自建收入的1/3;但若將其整建後的建物部分出租,又可獲得額外租金收入。不論出租或自建太陽
能光電發電設備,除了能收取電費收入外,豬舍室內溫度約降3~5度,從而增加豬的食慾,相對增加飼料換肉率10%,也縮短每隻豬隻飼養的時間。 中央政府設定2025年再生能源發電占比20%之目標,並提出相對應之補助政策,導致申請設置太陽能光電發電設備的案件因此遽增,但政府相關單位於人力的調配、文件審查等,須因應此政策並做出更有效率的辦理、溝通、整合,方能事半功倍地達成目標。
