國防部於2011年3月31日頒布「國軍雲端服務發展計畫」,指出國軍雲端服務之近、中、遠程的發展目標,期望在人力精簡狀況下,藉由建置雲端運算環境來改善資源佈署、資安防護,以利資安可以容易管控,進而有效率的遂行任務。然而,雲端運算仍存在著一些安全上的議題,以傳統存取控制方法的觀點來看,空軍刻正建置飛航管制模擬訓練系統,其中航管人員依協調及管制區域不同,區分了不同的席位,而不同的席位被賦予的任務也不同,且各個席位依能力並區分合格、熟練及教官三個等級,每一席位均需交互歷練並達教官等級,因此每個人透過雲端取得需要的訓練服務權限也不同。因此,存取權限的管理仍需要仰賴後端龐大的資料庫存放大量的用戶權限資料

,易衍生浪費龐大的記憶體空間或是權限異動造成管理上負擔及時間的浪費等問題。本研究提出適用於空軍飛航管制訓練系統之動態存取控制,藉由橢圓曲線加密及自我認證等機制,提供航行管制人員隨需的使用訓練服務,增加該資源的使用,並降低集中訓練的管理開銷,以不浪費或增加後端龐大資料庫儲存空間情況下,能讓使用者在特定的權限內安全的存取資料,並且確保用戶的資料安全,達到服務提供的彈性及安全性。
