長期照顧服務機構收容之住民屬於避難弱勢者。當大規模地震災害發生時，住民大多無法自行避難，且公部門救援單位難以立即協助搶救。因此，在地震後，機構自身的緊急應變能力更顯重要。緊急應變計畫及機構員工的應變能力是減少地震損失的重要因素。機構可藉由各項防災演習，驗證緊急應變計畫書及訓練員工。現階段內政部消防署已針對火災演習制定相關指導綱領並已執行驗證，但相關單位所制定的地震因應及防災演練指導原則仍缺乏有關實務現場執行狀況的評估，並就可改善之策略予以指陳。因此本研究目的在於檢視目前機構地震因應的狀況，並嘗試導入以演習為內容之培力策略，俾利長期照顧服務機構對地震防災整備充實之。

本研究透過參與式行動研究法，擷取相關文件有關演習及大規模地震災害應變之指引，包含美國國土安全演習和評估計畫（Homeland Security Exercise and Evaluation Program, HSEEP）、日本災害圖上訓練（Disaster Imagination Game, DIG）、美國護理之家應變指揮系統（Nursing Home Incident Command System, NHICS）及相關災後之經驗文獻，進行機構地震因應培力課程之設計。本研究以彰化縣相關長期照機服務構為研究對象，透過「規畫–行動–觀察評估」檢視本研究採用的培力策略之合宜性及待調整處。

本研究發現，現行的「緊急應變計畫書」無法有效因應機構的特性，機構對地震因應的做法也較不熟悉。研究成果也指出：透過災害防救演習的導入，能有效促進長照機構在「災害整備」、「機構人員雙向溝通」的成長，並建構出符合該機構需求的緊急應變計畫書。另外，本研究所採用的培力策略，可幫助人員釐清應變編組人員的角色職責，提升該機構的地震災害應變能力。根據上述研究結果，研究者也提出三點對強化機構地震因應量能的建議，包含加強機構的演習並推廣培力教學、調整應變計畫書範本內容及編組模式、增加相關應變人力的比例。
