實習生超時進入發燒排行的影片
今天是台南市議會第二次定期大會開議的日子，本次會期除了針對提案的審議之外，最重要的一項工作便是審查109年度台南市總預算暨附屬單位預算案，在未來的70天的會期中，我會堅守崗位、持續監督。
今日我也就施政總報告向市長以及勞工局長質詢有關市府與台南多所大學合作的實習計畫。
#市府媒合違法廠商實習計畫？
在市長施政總報告中，市府媒合的產學合作廠商名單，居然就有單位曾經多次因為違反勞動法令而受罰。超時加班、未給付加班費等等，這些裁罰紀錄在網路上都可以找到。連最基本的勞動條件都無法顧及，又怎麼能夠保障這些初入社會的大學新鮮人的工作權益呢？
#連續違法知錯不改廠商也中選
施政總報告中所提及的某家企業，從104年到108年，都有違法公告紀錄，其中甚至有重複同一條法令的紀錄，知錯不改！
我也知道，許多的違規廠商都會有各式各樣理由，說人手不足所以超時，那我想請問，加班費不給的理由呢？？？我們也要體諒嗎？？？？拜託台南市勞工局，體諒勞工，而非資方。黃偉哲市長回應這樣的廠商合作，代表沒有包庇、學校不會任意讓學生受到違法待遇，我想強調的是 #政府的把關角色 一定要做好，我們是忘記了還是害怕想起來？去年的康寧大學台南校區事件以及其他實習計畫導致的勞權問題等等，這些我相信，都有政府應該盡把關職責的部分。
若與違反勞動法令大戶合作實習計畫、沒有確切的追蹤與配套計畫，就是市府說要培育人才的方法，那難怪台南長久以來承受沒有勞基法的惡名。違法廠商我們仍然可以給予改善與未來的合作機會，透過開罰、宣導、教育等方法讓就業環境中的資方都越來越進步，但是，政府在執行相關媒合、宣傳業務時，針對這些過去曾有違法紀錄的廠商，也要有一定的篩選與預防機制。
今日我也要求市府提供兩份資料：
1.實習計畫合作廠商評估項目與標準
2.本計劃參與學生勞權狀況追蹤計畫
接下來會期內的各局處業務報告、總質詢，我也會繼續針對該實習計畫以及台南的勞動權益進行監督。也期待市府能夠拿出更多魄力，一同解決長期以來的勞權問題。
砧板下的真實遊戲–廚房裡看不見的死角
為了解決實習生超時 的問題，作者黃鈺琪 這樣論述：
本研究旨在分析大專校院廚藝科系校外實習生實習之現況，其次是瞭解實習生面臨超時工作問題之態度與應對方式。在彙整學生之意見後，接著從產、官、學三方視角探討實習生之工作問題，並針對實習生面臨實習工作之不合理現象提出建議。最後，提供產學實習合約書可行之「補休制度」建議。本研究採取立意抽樣法，選取10位廚藝科系學生、3位餐飲業者、3位實習輔導老師、2位勞資專家進行一對一訪談，經訪談後以主題分析法分析本研究之結果。根據研究分析發現，學生未爭取自己在實習期間的權益，最大原因是學生普遍對《勞基法》沒有概念。這意味著學生出去實習之前，學校並未盡到該盡的責任，向學生宣導實習期間有什麼樣的權益。10位受訪學生中，
有8位學生在訪談過程談到廚房「潛規則」殘存，而未來確定續留產業者只有3位；業者則認為若該單位「潛規則」嚴重違反《勞基法》，學生須主動告知老師，不要讓其違法的行為持續發生，也不要讓老師們誤以為該實習單位沒有問題；老師認為若是嚴重超時工作，校方會協助反應或換實習單位，不會落井下石的去處分學生；勞資專家認為，勞資關係是處在一個「動態平衡」狀態，而制訂《勞基法》是希望讓勞資關係有一個和諧的發展。建議學校與產業間實習課程的契約明確釐清，校方只擔心飯店不給學生機會實習，卻忽略了業者可能違反勞基法最基本的規定。畢竟，倘若學生尚未真正進入職場就已對產業失望，則實習課程也將失去意義。因此，如何適當地和雇主對話，
是校方最重要的工作。
以實習制度探究設計科系學生就業力

論文摘要隨著台灣文創產業的發展，台灣設計相關科系漸漸成為顯學，成為學生選填志願的熱門選項。而實習課程也在近年來成為產業與學校連結的重要橋梁，希望學生除了理論外也能夠擁有實作能力，為未來就業做準備，同時豐富學生履歷與學習經驗。本研究以實習課程為主軸，探究設計科系學生是否從實習過程中增加其就業力。文獻探討方面，現有的論文較少將設計科系與實習兩者作連結，且較少聚焦於學生本身。本研究連結實習與就業力的相關性，結合設計科系學生的特殊性，以探究出設計科系學生的就業力。本研究以設計學門學生作為問卷發放對象，問卷收集完畢後以統計方法分析設計科系學生在實習與就業力之間的關係。發現設計科系學生對實習抱有正向的信
念，且認同對系友網絡對未來就業的幫助。本文還以是否將自立門戶作為變項，發現欲自立門戶者對實習比不想自立門戶者更正面，且比不打算自立門戶者更熟悉實習制度。關鍵字：設計科系;實習;就業力;高教職業化
